Water & Sewer Bills

All information for Water Usage originates from the Water Department 781-585-0504 and it is the Water Department and Sewer Department who commit to the Town Collector the Warrant to collect those monies for the Town of Kingston.

All questions regarding water readings, street marking, shut-off notices, and final water readings are to be directed to the Water Department.

All information for Waste Water Usage originates from the Sewer Department 781-585-4058. Sewer usage is identified separately on your water bill. All questions regarding Sewer Usage are to be directed to the Sewer Department.

Delinquent water/sewer accounts are subject to service shut off (between May-September). Continued delinquent accounts as of October 1st will be recommitted to the Board of Assessors to be included on the 3rd quarter Real Estate tax billing.

Committing delinquent water bills on your Real Estate tax bill may increase your mortgage payment.

Bills for water/sewer are mailed:

  • 1st quarter - mailed by September 10 due October 10 (May, June, July usage)
  • 2nd quarter - mailed by December 10 due January 10 (Aug, Sept, October usage)
  • 3rd quarter - mailed by March 10 due April 10 (Nov, Dec, January usage)
  • 4th quarter - mailed by June 10 due July 10 (Feb, Mar, April usage)

Sewer Betterments

The amount assessed to each property for Sewer Betterment originates from the Sewer Department 781-585-4058. The assessed amount is turned over to the Board of Assessors to be included on the 1st and 2nd quarter Preliminary Real Estate Tax bills, which in turn are committed to the Town Collector with a Warrant to Collect.

The Sewer Betterment is recorded as a Lien on your Deed at the Plymouth County Registry of Deeds in Plymouth, Massachusetts. The Lien is attached to the land; the Town of Kingston will not subordinate the Lien for Sewer Betterment.

A financial institution has the authority to require the Lien to be paid in full prior to the sale or refinance of the property.

Septic System/Septic Repair & Sewer Connection Loans

These loans originate by application and are granted through the Board of Health 781-585-0503. The Board of Health turns the loan amount over to the Board of Assessors to be included on the 3rd and 4th quarter Actual Real Estate Tax bill, which in turn is committed to the Town Collector with a Warrant to Collect.

These loans are required to be paid in full when a property owner sells or refinances their property.

All questions concerning these loans are to be directed to the Board of Health.
